With a fixed support point, the movement of the whole leg becomes an ankle movement, much finer and far more repeatable.

On a high-resistance pedal set, braking force runs into tens of kilos. Without support, your foot has to produce that force and stabilise itself at the same time, and loses finesse over the last few percent before lock-up.
